Space race.

"There have been reports in the press about Chinese plans to venture
into space exploration. In the USA this has led to a discussion of
whether or not the US government needs to put more resources into this
area, possibly launching a new, daring project in space, requiring a lot
of new resources. In Europe there has for a long time been a discussion
about the low level of European efforts in this area, and the potential
threat that this might entail for the further development of European
science, high-tech industry, competitiveness and, ultimately, economic
growth/welfare. Please write a paper, based among other things on your
knowledge of modern theories of innovation and economic growth, advising
European politicians on the matter".
